On the contrary, at the grassroots level, OBC and Dalit caste antagonisms, both in the eastern and western regions of the state, had resulted in frequent clashes between the two communities. The upper castes had exploited the situation to the hilt by playing one caste against the other.
This was exactly what happened during Mulayam's rule after the euphoria of coming to power wore off. But more than these grassroots caste tensions, what bothered BSP leaders the most was Mulayam's unending appetite for defections. From a strength of seats, the SP's tally grew tolargely owing to defections from the Janata Dal and the CPI, apart from victories in the by-elections.
When Kanshi Ram threatened to withdraw support in July last year, Mulayam had reached the stage of organising defections from his alliance partner too. Kanshi Ram would have realised then, and more so after the poor BSP showing in the assembly elections in 10 states, that if he failed to restrain Mulayam, the BSP could be destroyed even in Uttar Pradesh.
Without a presence in India's biggest state, the BSP. Two recent political developments virtually terrorised Kanshi Ram into engineering the fall of Mulayam's government.
The first was the brazen manner in which the SP tried to dominate the panchayat elections in the state, winning 31 out of 56 zilla panchayat chairmanships. Then, in last month's assembly by-elections, despite Kanshi Ram's best efforts to sabotage his alliance partner's election campaign, the SP won three of the four seats and improved its position drastically in the fourth at Katra Bazar, where the BJP just about scraped through. But after forming governments in Gujarat and Maharashtra, it was crucial for the BJP to get things right in the state which first brought the party to the national limelight.
Going by its last three national-executive decisions, the party had set its sights on Dalit vote-banks nationwide. So when Kanshi Ram asked BJP leaders for support in installing Mayawati as chief minister, the opportunity to use the BSP to strike at Mulayam-and benefit from the Dalit party's vote-banks-came almost on a platter.
Also, BJP strategists saw this as an opportunity to shed the party's traditional Brahmin-Bania image. Sardar Patel and B. Mayawati's parents with other family members in Inderpuri In terms of its upper-caste Hindutva supporters, the ground was being laid for the BJP's support to the BSP when Mayawati publicly described Muslims as traitors and Kanshi Ram gave a clean chit to Bal Thackeray, defending his stand on Bangladeshi Muslims.
However, the rss still remains unconvinced about the durability of the alliance. The BJP, albeit half-heartedly, had offered the chief minister ship to Mayawati at that point. Mulayam, however, was aware of these developments and hastily- conceded whatever Kanshi Ram wanted.
Ideally, the BJP would like to back the BSP Government till the next Lok Sabha polls to ensure that when voters line up in front of ballot boxes, a friendly government is in power in the state which provided 51 of the party's 8 5 seats in the present Lok Sabha. But the association with the BSP could boomerang too. But the BJP's wooing of Kanshi Ram and Mayawati has particularly upset the upper castes, who feel even more hostile towards both BSP leaders and the rank and file than they do against Mulayam.
If the BSP maintains its aggressive, pro-Dalit image-which it can shed at its own peril-the BJP may be threatened with an upper-caste backlash. This would destroy it politically in Uttar Pradesh as effectively as the muddling over Ayodhya finished the Congress I. But being more astute about its political objectives than the Congress Ithe BJP will hardly waste time in pulling the rug from under Mayawati well before the Lok Sabha elections are announced.
